Financing home in Colorado

My mother bought land in Colorado but has lived on it for a year and cant seem to get around to building due to one reason or another. She decided she will buy a house instead and feels the need to sell the land to get enough for a downpayment or otherwise ask her mother for help (God forbid, right). She has enough equity built in to the land to cover a downpayment but is saying she cant get an equity loan with the bank. Is there a way she can use the equity without worrying about selling the land right away?
