DeKalb IL market - how is Dekalb for rental properties?

Hi. I am a newbie investor. I've been looking at DeKalb area where NIU is. It seems like there are several rental properties for sale. There are tenants already placed. Why would one sell while cash flow is great? Is it a little dangerous to assume there are something shady? How is DeKalb in general? Ok to invest in or look away? Thanks!
