What state has best rental rates

Any one have any opinion on what states has the best rental rates. Bought 2 properties in Anderson Indiana and 1 in Muncie. They did not work out for me rental wise. Prices were good for homes but to get it rented was not good at all. Thank you BiggerPockets members for help on this one. Just would like some input on where would be good to buy
