Buying a property thru HUD

I’m trying to buy a property in Irvington NJ thru HUD, but I can’t optain the C/O because the listing agent states that there exempt from it and won’t sign or give a Power of attorney to the Buyer (buyer agent). Also, we can’t get nothing in writing from HUD. The listing agent and HUD states that they do it all the time. Can anyone help, thanks!!!
