Best lender for HELOC on Investment Property (Chicago)

I'm looking to do a HELOC on an investment property in Chicago. So far the best I've found is a 7.74% variable rate and 75% loan to value ratio. Any banks or local banks in Chicago that you think could do better? I'm pretty new to investing and this would be my first HELOC so looking for any advice.

Also, any recommendations for a bank that would require less than 25% down to purchase an multi-unit investment property?
