New Rent Controls in Sacramento?

I just read an article about new potential tenant protections in Sacramento: https://www.sacbee.com/news/business/real-estate-news/article217675615.html There's not a lot of details about the propsed ordinance, but they say its similar to ones passed in Palo Alto and Santa Barbara. Also it says Costa Hawkins may be repealed in November. I'm a newbie in the process of getting my first 1-2 unit rental in the city of Sacramento, and I am wondering if any of the seasoned folks in my area know if these policies might affect 1-4 unit rental properties too, or just those with 5+ ? Thanks!
