Who controls the property, Grantor or Owner?

Hello  BP,

I'm attempting to contact a FSBO to get it under contract. On the tax records the owner is listed. The same person is listed as Grantee on the deed. Are the terms one and the same? Does the Grantee have control or does the owner?
