Elkton, MD townhouse

For anyone local to the Elkton maryland or local delaware area:

I have run some numbers in the Hollingsworth Manor neighborhood just south of Rt. 40 in Elkton.  It seems like it may be a rough neighborhood but the numbers make it hard to resist with ~$700/mo cash flow before setting aside money for repairs.  Does anyone have experience with this area that may be able to shed some light on owning a rental in this neighborhood.

Any help is greatly appreciated.

That's new construction. Like any other building code, existing structures are grandfathered in to old codes.
