Trash Collection in Malden

In an effort to reduce the total amount of waste created by residents, the city of Malden in Massachusetts requires that people throw away their waste in blue city supplied trash bags that are $2 each.

As a landlord, I know I am responsible to pay for trash collection, but is it legal for me to make my tenants responsible for the purchase of these trash bags?

I'm curious too.......  I have units where I pay the trash, and units where the tenants take their own to the dump/landfill, but then, none of them are in Malden.  What's up with the mandated landlord responsibility?

And mandated bags:  I see a lot of unauthorized dumping in commercial dumpsters or by the side of the road in the middle of the night, coming soon to a street near you.
