Littleton, CO Inspection

Has anyone ever delt with an "International Property Maintenance Code" (IPMC) inspection in Littleton, CO? We recently received a notice for a 10 unit property asking for tenant consent to enter all units for an inspection. In the 30 years that our property manager has been on site, he has never heard of this.

What should we expect? Along with the notice we received consent forms that Littleton wants each tenant sign. What if a tenant does not give consent? The consent form says that tenant consent is required, but does not advise if consent is required.
