anyone use city of Milwaukee's TIN landlord loan program?

Have any Milwaukee BP'ers had experience with the loan program offered for landlords by the city under the Targeted Neighborhood Investment Program (TIN)?

It was mentioned in JSOnline today that the neighborhoods eligible for this have now been expanded. The skinny is that if you meet certain requirements, a loan of up to $14,999 per unit is made available, and it can be forgiven after five years.
