Multi-unit investing in Southern Ca.?

I am seeking advice on purchasing a multi-unit complex in southern California. Certain areas in San Diego County seem to average a 6% cap rate and areas in San Bernardino are around 8%. Should I be looking in these higher cap rate areas? Is anyone familiar with multiunit investing in Victorville or Apple Valley for buy and hold?
