VA Loan - Cash out refinance or HELOC?

Hello all,

I'm stuck between doing a cash out refinance or HELOC on my current VA loan. I am trying to take advantage of the low interest rates at the moment. I am wondering is it possible to do a refinance and then do a HELOC? or would it be better to just go for a cash out refinance? I have about 55k in equity in my property. Any advice would be appreciated. Thank you.
