HELOC for Rental Property

Hello, I am looking to take out a home equity line of credit on a rental property and have been striking out on finding a lender given the current circumstances. I live in South East Idaho and have tried several banks, credit unions and mortgage companies and all have said roughly the same thing...that is that they currently do not offer it with the unstable economy. Does anyone have any recommendations or lenders that are still offering HELOC on an investment property?

Appreciate any recommendations or suggestions.

@Aaron Fleming if they do not offer the HELOC, have you considered refinancing. Most banks are still open to it, although I have seen the process taking longer.
