How to convert a triplex to a FourPlex?

I just bought a three-story, three-unit building in Uptown Saint John NB Canada, but it has really big interior size. Based on the existing layout, I can easily convert it into fourplex with 4 pieces of three-bedroom units, each with area of 1,200 square feet. I wonder, how should I go through the procedures? I mean, should I apply for a modification permit from the city government? How do I contact local electricity company to increase one more meter on three existing meters? What else should I pay attention to? thanks for help.
