This property is for sale near us. The situation with it is that someone built a walkout basement and planned to build a house on top at a later date but never did. The basement was finished to live in and was rented 2 years ago. Since then it has gone downhill and needs rehab. Would something like appraise well if totally rehabbed being that it is an earth contact etc? We think would could probably get in for 30-40k and maybe put $20k in it. It sits on one acre on a paved road close to town. Please advise. TIA!

It would also need to be rezoned residential which we would confirm before purchase.
