Economic downturn, how to capitalize?

The area I’m from has recently suffered a massive economic down turn with the loss of about 700 40k plus salaries, while already being smacked by the opioid epidemic. I hope this doesn’t sound to cold but there’s a lot of opportunity. I want to strike while the urgency is there, but i know to soon and you can lose it all and someone else is making their empire from you. Anyone have experience with areas like this?
