Starting out Chattanooga

I'm 34 and am looking to start working towards long term real estate investments for my future. I'm wanting to buy and rent, I can't house hack bc me and my family currently own and it wouldn't make sense to uproot for a year. I have cash saved up but also have 48k in a heloc that's available for me as well. Would it make since to leverage the HELOC or my savings to get started? For a first timer, how much should I spend on a house to rent?What's the best way to start out? Any advice would be extremely helpful, this site is great!
