The sliding window cannot open

One of sliding window is too tight to open.

The window is just 3 years old.

Is there anyway to solve this instead of doing a window replacement?

This house will be rented for section8 tenants.

I fell that i have to solve this in order to pass the inspection. Right?

Thank you!

First check the rollers to make sure nothing in way or in the track. Then measure the opening to make sure its square as many times the opening is not square and causes pressure against window and it will not open. If this is the case then a repair of the opening would be required.
