County Owned Property - Tax Delinquent - with Medical Assistance Lien from Medicaid

I am interested in a county-owned property that will be auctioned this week. The 60 yr title search came back with a $171k medical assistance lien from the previous owner for Medicaid prior to her death. The ARV is at best $120k. Is it possible to get this lien resolved? What is the process that needs to happen so the winning bidder doesn't have a 171k lien on a 60k property?
