NEED HELP PLEASE (MY FIRST DUPLEX FIRST DUPLEX EVER)

YOU can tell by how I speak and lingo probly that I am new or inexperienced. i need help.

I was looking at the market and found a duplex upstairs and downstairs on the same street as a COLLEGE; for a rental property. I'm 22 I feel like should have started at 18. I

have a lot of pressure I put on myself; living in NY I'm trying; I'm trying hard. 

I talked to 2 agents and rode my bike over to the property to check out the outside of the property 15000 is the number they want for back taxes. the back porch is usable but has a semi-crack in the foundation, I noticed some meaning patches of mold or growth on the upper front porch and mild growth like leaves and trees around the property. but it has a lot of potential. I feel like it'll be perfect for my first property. i would live in the worst floors and rent out the newest floor. after making changes and adding things to both floors. the government took out the plumbing. because i think street walkers tried or did manage to flood the basement. backyard mid-sized. has a lot of potential. could you give me advice? and/or a list of the steps I should take? to go about things in the most important approximate cost range or idea of the price range for repairs( just general based on your experience). and how soon should i get it up and running? the agent said i have about 6 months to make changes or they could take it bakk if nothing was done or isn't done to their standards aka code standards I would assume. thank you; thank you the more the better.

No offence at all, but this is not a starter property. I would advise you to run the other way unless you have a large amount of capital to pour into this and an experienced partner that can help you thru this massive project.
