Pre foreclosure Property with outstanding balance

So I have a seller with s high pay out close to property value.. Home has equity but and the initial payout up to 150k. I don’t really know how to make an offer on this one.. it’s in decent condition cosmetic renovation, equity at 70k estimated value is 160k. Could be a buy and hold but idk. Seller is highly motivated because auction date is end of July.
