Help in converting single family to multi

Hey all - I am in the process of closing on a property and wanted advice from anyone who has converted a single family to a multi family, specially in adding a meter to the second unit. The basement of this property will end up having a full kitchen, bath, and separate exit, so I wanted to go through the process of adding a separate meter to have the property zoned as a multi family in order to increase its value for its refinance. 
Does anyone have advice of who to speak to in order to start this process and the cost involved in adding a separate meter in order to convert a single family into a multi family?
