Boone North Carolina short term rental questions

Looking to buy a second home in Boone and want to rent it part of the year. I am a newbie to rental properties though and have some questions.

Are there any restrictions of rental and how to find out? Also, what would I need to technically start renting and what costs (besides house maintenance and hoa) would be involved. The property is in watagua county and any information people can provide would help!
