How to utilize vacant CA mountain parcel

Any suggestions on how to approach Tuolumne County for innovative ways to utilize vacant mountain property? It's close to Dodge Ridge ski area. It has an amazing view with trees cleared. Road access with utilities. 

Any wiggle room in the code to make cash flow without building a permanent slab house? I was thinking of moving a tiny house there and renting to skiers, hunters and the like. It'd be interesting to hear some ideas!
