Landlord spanked a tenant with a belt over nonpayment

Did you hear this? True story...in the Cleveland area, I believe.

Tenant owed landlord around $2800. Landlord got upset so said, "If you're gonna act like a child then I will treat you like a child." So he told him he was gonna give him a spanking & pulled out his belt. The tenant assumed the position (than you sir, may I have another?)

This gives new meaning to the phrase "Pay or quit." What a whacko.
