Facebook ad for finding distress sellers

Hello BP,

I would like to target the location by zip code and not by specific interest or behavior for my facebook advertising targeting the distressed sellers. However the "general ad category" does not allow to put "housing" related phrase on the ad copy, but allows to target the location by zip code. In order to put "housing" related phrase such as "sell your house fast, etc." the ad needs to be in "special category". However, special category ads don't allow to target by zip code. 

I would be very much grateful if someone can put some insight into how can location be targeted by zip code in housing related ad on Facebook ads.
