Looking for a tool that can link a partial address to an APN #

Hello all,

I've been searching for a tool that can connect partial addresses to legal addresses. I have a list of addresses that I am prospecting but they are all mailing address for the businesses but not the legal addresses that are connected to an APN number. I am able to do this manually but the problem is that I need to do this for thousands of properties that are in an excel file.  Here is an example: Legal property address is 2002-2016 Main St but the address I have is 2004 Main St (this is a unit that is contained within the property but does not register with title records because it's in between the range of 2002-2016). This is especially the case for commercial properties because it's often that the properties are cut up into multiple address / unit numbers.  Does anyone know if a solution for this issue that I'm having.
