Buy new home in falls church or row house in DC ?

Hello members, 

So I have a budget of 750k, and reading some of the posts here I found out that some neighborhoods in DC like petworth, Columbia heights, Brightwood are good places to invest for row homes. But a friend of mine told me other day, they are building new homes in 22042 zip code of Falls church city, around the same budget, lower too 650-800k. So what would be better you guys think ?  I am single, I will be living in the place for 1 year cause of the loan. Mainly looking for cash flow & best appreciation.

 Columbia Heights and Petworth you can get that rent, Brightwood less. 

You can also go the Sec 8 rent strategy in Columbia Heights for above market rate rent
