scam or a legitimate offer?

I had a real estate investment company approach me ask if I wanted to work one on one with an investor for my area, that was all great but then they wanted me to pay them to teach me the ropes which is understandable but it is a significant amount.  Does this sound like a scam or a legitimate offer?
