Land Severance in Scarborough - Anyone with experience?

Hi! 

I have two adjacent properties in Scarborough (Cliffside Village) and I am looking at requesting severance to build 4 or 5 freehold towns on the combined lots.  

Has anyone dealt with the City re: severing R1 zoned property?  I think it should be relatively straightforward given how much high-density infill work is going on in the neighbourhood... but it has been suggested that I should work with a private planning company to draw up a potential site plan and have them press the City (rather than doing so myself). Is this a smart expense?
