Does any market around the GTA cash flows or breaks even?

I just have a question that has most likely been answered to death on here. I am looking to get into the rental game and I had my market picked out, Windsor as was one of the few places i see that make decent cash flow while still showing appreciation; who does not love houses under 200k. Now i have a partner with more capital then i have so this opens the markets i have available to me. My question is; is anything around the GTAish that cash flows or if i am playing the appreciation game, something that breaks even after all expenses. Since i have to start my market research all over again maybe someone can suggest some markets to look into; i am only looking at multi unit homes; duplex to 4 plex. the place cant be more then 600k if that helps (i know not a lot in today's market)
