Wholesale chapter 13 bankruptcy home

I'm pretty new to wholesaling and have a lead on a home that is not owner occupied and the owners are in chapter 13 bankruptcy. The tenants in the property have not been paying rent for years. Has anyone wholesaled a home in chapter 13? Is this lead worth pursuing? Thanks!
