Cash Flow vs Appreciation in Cape Town

I've been running the numbers on potential rental properties in Cape Town. Even assuming 100% equity, am I correct that it's hard to manage a cash flow above 2% in this market? (Note that I am including management fee as an expense). Do you think appreciation of 10%/year is reasonable?
