Multifamily accommodation in St. Lucia

We are plagued in the Caribbean with limited investors funding real estate projects. I am based in St. Lucia and has a huge land protfolio and have difficulty raising capital to build affordable housing for St. Lucia. Can someone advice how I can possibly resolve this dilemma.
