First rental whether to buy or not

Hey guys, my mother is thinking about buying a 90k apartment that is previously a two unit apartment. However, the previous owners attached those two units together into a big one. The place has a 3 bed and 2 bath. It’s located near park place area. I was thinking about building a wall back up and rent our two units instead of one. I was wondering what you guys think of the purchase? Should she pull the trigger? Thanks for the help guys!
