Leslie - There's definitely investors that buy in flood zones. Just expect them to pay a 30%+ discount. To find them, look on the property records for buyers of lots in flood zones in a wide radius from the property. You can also find investors in the immediate proximity who might consider a flood zone project with a good enough discount.
One investor I have talked to was pleasantly surprised by the flood zone red tape not being as bad as he expected.
