Sub-metering vs RUBS

I have a rental with one gas hot water heater for 4 apartments and looking into sub-metering vs RUBS. Any recommendations for one vs the other? RUBS would obviously be easier and cheaper. Is it commonly done in the area? On the same note, are you billing back other utilities such as water/ sewer/ trash?
