L&I Question - Changing contractor

How do you contact L&I to change contractor on a permit?  I have a pending building permit and everything is ready but the original contractor's license expired, so they wont issue the permit.  I'm in the process of firing that contractor and I want to switch everything for L&I into my name i.e. act as "owner/contractor" on my property.  I have another GC but still want to keep everything in my name to not have this headache again if I need to make a change.  My main contact at L&I is not responding to emails and no one answers the phone over there. 

The original permits were filed in paper format before eclipse came online.  Not being able to go to L&I and ask in person is a pain since I can't get through to anyone.

Should I contact an expediter to help?  Any advice is appreciated as I'm in a holding pattern until I can get L&I to release the permit.

@Kristin Feerst They can do this at your local office.  I have changed contractor for a building permit by going to my local L&I office and literally standing there and asking them to update the contractor in the system. You will need your new contractors info and insurance. Sorry this may not be helpful since local offices are currently closed- but it’s what I had to do. Sometimes this is the only way to get results.
