South Philly Shell... Tear Down or Renovate

Deciding on whether or not to pass on this property. It's a 2BR 800sqft rowhouse in Point Breeze. Lots of 2 and 3 story renovations on the same street ranging from 350-500k. The seller now wants 130k for this property that had a fire some years ago and is a shell. Property has been vacant for 10yrs. 

It's a little high for the condition but not far off. Other units in the same street have sold within 10k of this price but they're in better condition and one has permits already. 

Curious to know what an estimated cost to build is? What's the typical range per square foot? 

Also wanted to know how much would it cost to tear it down, what's involved, how much is the cost and about how long? 

I know it's a lot to ask so if it's too much to type then please message me and I'll gladly jump on a call with you. 

BTW.. I have a contract to assign on a property in Gloucester County, NJ
