Plan to get license and buy investments
I saw some firms pay 100% commission ; good choice ?
Mainly use the license to buy own investments and also help other investors
I see many multifamily for sale in Delaware county
1% rule works in there ?

As a new agent, you need professional training.
Don't go into a 100% office--those are for experienced, established agents that already know how to open their desk drawers. They pay a hefty monthly fee to be in the office in the company of other experienced agents. An agent that is making strong 6-figures will just take you under their wing because they like the way you part your hair--NOT.
Go where you'll get the best training available.
