A more focused, data driven future for Philly

I read religiously read Curbed  Philadelphia as it provides the heartbeat for what is happening in this thriving city. I stumbled across this article published last month. 

It highlights the fact that as the city has been drastically growing in some neighborhoods, others have been left in the dust, resulting in growing economic gaps.  Come 2019, a fully analysis of where urban development went wrong will be released. 

I know this is a broad question to ask, but what type of implications would this study have as far as the comprehensive plan and development for Philadelphia? Have university studies made a significant impact on development policies in the past? Do councilmen SERIOUSLY consider data driven studies when forming policies?
