Philly rental property and market question

Hi Biggerpockets

My partner and I are not too familiar with the philly market. We are wondering in areas like 19145, 19146, 19147 and etc, who is responsible for the utilities and trash collection for rental properties? Does it goes by market or individual rental property? Thank you all !

The "more often then not" for us has been that the tenants are responsible for all utilities except water.  There is a trash collection fee for anything more than 2 units at $300.  Not sure when it goes higher than $300.   Of coarse if you purchase a multi-family that is not separately metered your situation will most likely change.
