Cleaning up a vacancy in upper unit of duplex and problem of layers of paint on frame and window casings. There are serious lead paint laws in Portland plus sanding unhealthy anyway. These are old original windows where I have repainted peeling paint many times over the years. 

Are you Portland landlords keeping old windows and dealing with layers of paint or removing paint, or replacing windows?
