"A" Overlay Zone Questions

Reading up on the new "a" overlay which as I understand it is part of the residential infill project (unfortunately acronym'd RIP): https://www.portlandoregon.gov/bps/article/53339

And I'm not seeing a lot of the RIP features discussed here: https://www.portlandoregon.gov/bps/article/678802

Has it not been adopted yet? Does anyone know the approximate timeline of adoption?
