Maximum Unrelated Persons(s) Living In a Unit. (Cleveland, OH)

I'm thinking of buying a duplex and intend on renting out each room individually. I have searched through the city forums and have talked to the city hall officials; I'm finding it difficult to obtain an answer. I'd like to know how many rooms I am legally allowed to rent out without the requirement of a rooming license. I will follow up with the city hall tomorrow and will keep searching online, just thought I'd ask BP too.

I've seen people list rooms instead of entire units on AirBnb. This could be a potential workaround.

*Disclaimer: I personally haven't done this practice.
