Utility Subsidies for Low Income Tenants

Hi All - I currently have two occupied units in my building, each having a total household income of <$24k. I pay water and sewer for both, and gas for one of the two.

I was reading about someone on BP who was able to use a subsidy provided by EDEN or CHN because of the income level of their tenants. I did some research but didn't find anything that seemed to match. Has anyone done something like this?
