Opportunity Zones in Cleveland

Question for Cleveland vets.  I'm not going to go into what Opportunity Zones are or how they work because that is another discussion.  This is about what you're feeling are about the zones and where they are placed.  I am interested in Opportunity Zones and knowing what I know about how they chose the zone, I curious to see what some of the locals have to say about the placements of the zones.  There are properties in what some people very familiar with the area (@James Wise) would call F areas.  I'm curious as to why they would place F area properties in a opportunity zone.  I'd love to get input from those in the Cleveland area.
