Who's responsible for light pole maintenance in CLE?

Here's my issue- I would like to install a driveway behind my building but there's a support cable (which is holding up a light pole) right in the middle of my tree lawn where the drive would go. I outlined the cable in the attached photo. 

Today's the day I wish I was related to someone at city hall. I can't seem to find a person or department who thinks it's their job to help me. I've been on the phone with Cleveland Public Power, Public Utilities, Public Works, the Street Light division, etc. Way too many transfers, holds, and automated systems that don't have applicable options.

Can you recommend a specific person or department to track down? Thanks!
