Time to fill a vacant unit in Cleveland

I have a duplex that is ready for tenants and is being advertised as such by the PM. However its been 3 weeks and not much in terms of foot traffic and applications. How long does it usually take to fill vacant units in 44111 zip code (in the 1xx st)? The units are 2bd 1ba. We started at $700 each and last weekend reduced to $675 and $650.

The units do not come with fridge and stove and the PM told me its generally accepted that units do not have them. 

What do you guys think? Is it the time of the year or $$ or missing fridge/stove or the PM?

Yes, no appliances is definitely a deal breaker for most people, especially if it's the top unit.  There is no joy in moving appliances.  Given the potential for wall and floor damage, you don't want tenants moving them in and out.

As for 44111, assuming the house is well kept and not on a street full of doubles -  East of the tracks $600 - $675.  West of the tracks pushing closer to $700+ is possible if it's a full sized double with porches and garage parking spaces.  44111 is an area where values change dramatically within 20 blocks going from east to west.
